The External Subsystem — Constitutional Autonomy

TL;DR

The external subsystem is the third of the three structural interventions tested in the Smartup Hypothesis. It protects the experiment from the distortions that cripple traditional mission‑driven organisations: dependence on external funders who can redirect priorities, infrastructure controlled by corporations that can withdraw service, and legal frameworks that concentrate power in founders.

We are testing whether community funding, a constitutionally locked purpose, and full digital sovereignty measurably improve a community’s ability to recognise threats, generate long‑term plans, and coordinate resources—Engelbart’s indicators 6, 7, and 8.

What We Are Testing

The Smartup Hypothesis proposes that three structural changes, working together, improve Collective IQ. The external subsystem is the third of those changes.

The core proposition:

If a mission‑driven community controls its own funding, locks its purpose in a constitution that cannot be changed by founders or funders, and owns its digital infrastructure outright, then it will detect and respond to threats faster, generate more effective long‑term plans, and coordinate resources with less friction.

Smartup Zero is designed to test this proposition by generating telemetry that shows whether constitutional autonomy actually changes behaviour—or whether external pressures overwhelm the design.

The External Intervention in Detail

What we changed:

  • The organisation is funded through community purchases of licences and crowdfunding (Open Collective), not venture capital or corporate investment
  • Licences grant equal ownership (one vote) regardless of price paid
  • All financial transactions are recorded in the public ledger
  • The 3× Treasury Coverage Rule prevents inflation: outstanding Smartup Credits (SC) can never exceed three times the liquid EUR reserve

Why this might improve CIQ:

When funding comes from the community rather than external investors, strategic direction cannot be pulled off‑course by a single funder’s preferences. Long‑term planning (Indicator 7) becomes possible because the organisation does not need to pivot for the next funding round. Threat recognition (Indicator 6) improves because the community is focused on its actual environment, not on pleasing a funder’s perception of the market.

What we changed:

  • The organisation’s mission is locked to the Sustainable Development Goals in its constitution
  • The constitution cannot be changed by founders, captains, or any single individual
  • Changes require proposal → community vote → enactment
  • The Science Team holds veto power at phase gates to ensure evidence‑based decision‑making

Why this might improve CIQ:

When purpose is locked, the community can plan across years rather than quarters (Indicator 7). Contributors know the mission will not be diluted or abandoned. Coordination (Indicator 8) improves because everyone is aligned on the same long‑term objectives, reducing the internal friction that comes from strategic whiplash.

What we changed:

  • All infrastructure is open source and self‑hosted on EU‑sovereign servers
  • No proprietary SaaS, no US‑based cloud, no vendor lock‑in
  • The community owns its communication layer (Matrix/Element), its ledger (Forgejo), its automation (Engelbot), and its public transparency layer (timeline0.org)
  • Every component can be forked, audited, or migrated by the community at any time

Why this might improve CIQ:

If the infrastructure were controlled by a corporation, the experiment could be terminated by a change in terms of service. If the data were stored on proprietary servers, external researchers could not independently verify the results. Sovereignty guarantees that the experimental apparatus remains stable and the evidence remains trustworthy—preconditions for measuring any CIQ indicator reliably.

What This Intervention Measures

Every aspect of the external subsystem is instrumented. The following metrics are extracted automatically from the ledger:

These metrics are pre‑registered in RFC‑004: Scientific Measurement. They cannot be changed after data collection begins.

The Licence System — Funding the Experiment Democratically

Every Smartup needs capital to operate. Instead of selling equity to venture capitalists—which would distort incentives toward profit extraction—Smartup Zero sells membership to the community. Licences grant exactly one vote each, regardless of price, and one equal share of any future success.

  • Watch Licence --- Observer / Citizen

    Access to the General Forum, full voting rights, and complete transparency into the experiment’s governance and data. For those who want to oversee and guide the research.

  • Work Licence --- Active Contributor

    Everything in Watch, plus the ability to join the Workplace, claim tasks, earn SC by building the technology, and generate experimental data through participation.

  • Campaign Licence --- Messenger / Amplifier

    Gateway to participation. Access public information, complete narrative and communication tasks, and earn Social Karma (SK) to grow influence within the community.

  • Group Licence --- Institutional Partnership

    For NGOs, universities, and research institutes. Grants exactly one vote—maintaining the democratic principle. The organisation can appoint delegates to work as normal contributors.

  • Founder Licence --- Stewardship

    Requires either buying in at the total outstanding SC value (with SK approval from peers), or earning the threshold entirely through SK via the Campaign path. Ensures founders are accountable to the community.

Price Progression Through Experimental Phases

As the experiment advances and evidence accumulates, the cost of joining reflects the reduced risk:

Equal Ownership, Regardless of Price

"Whether you purchase a €200 Work licence or a €5000 Group licence, you receive exactly one vote and one equal share of the Smartup. The licence system is not about how much money you have—it is about joining the experiment as an equal owner."

Labour Economics — How Work Is Valued

To test whether democratic ownership improves Collective IQ, the experiment needs a fair and transparent way to value contributions. Smartup Zero uses a dual‑currency system: Smartup Credits (SC) for economic value and Social Karma (SK) for governance authority.

Smartup Credits (SC) — Wealth

  • 1 SC = €1 claim on the treasury
  • Earned only through completed, assessed tasks
  • All SC transactions are recorded in the public ledger
  • The 3× Treasury Coverage Rule prevents inflation: outstanding SC ≤ liquid EUR × 3
  • Redemption is FIFO when funding arrives

Social Karma (SK) — Power

  • Earned through peer‑recognised community service
  • Cannot be purchased, transferred, or hoarded
  • Decays 10% monthly to prevent permanent power concentration
  • Unlocks governance privileges: 50 SK to propose votes, 100 SK to run for captain, 200 SK for mission leader, 500 SK for leadership team
  • Voting weight scales from 1.0× (0 SK) to 1.5× (500+ SK)

Why Two Currencies Matter for the Experiment

By separating wealth (SC) from authority (SK), the system creates a natural check against power concentration. A wealthy contributor cannot buy influence. An influential contributor may not be wealthy. The experiment tests whether this separation actually distributes decision‑making across the community (Indicator 4) and reduces the friction that comes from power struggles (Indicator 8).

No Hidden Bonuses

"The entire ledger is public. Every SC minted, every redemption, every SK award—visible to all owners. This transparency is not a policy. It is the architecture. There is no back‑office database where discretionary bonuses can be hidden."

Why Sovereignty Matters for Scientific Validity

The infrastructure choices in Smartup Zero are not political statements. They are experimental controls.

These controls ensure that the evidence generated by Smartup Zero is trustworthy. An experiment that runs on borrowed infrastructure cannot guarantee the integrity of its data.

A Planetary Jurisdiction for Planetary Challenges

The SDGs do not respect borders. Climate change, inequality, and health crises are planetary in scale. Smartup Zero is designed to operate at that scale—not by ignoring national laws, but by building a digital‑first organisation that can draw talent from anywhere and direct resources where they are needed, without being captured by any single jurisdiction’s political cycle.

The Vision

As multiple Smartups demonstrate that constitutional autonomy, democratic ownership, and shared memory produce measurable improvements in Collective IQ, the long‑term goal is to establish a Smartup Registry—a recognised legal framework under a global body that grants digital‑first organisations the same legitimacy that nations grant to corporations, but with democratic governance and constitutional purpose built into the legal DNA.

This vision is not required for the current experiment to succeed. It is the direction the evidence, if supportive, points toward.
